§ 2-203. Powers and duties.

  • The cultural commission shall have the following powers and duties:

    (1)

    Conduct its affairs in accordance with general policies established by the county council.

    (2)

    Act as an advisory board for the operation of the county museum of art and history.

    (3)

    Assist the county administrator and the county council in the selection of a museum director subject to the administrator's right to employ and discharge the director.

    (4)

    Receive, on behalf of the county cultural commission, grants, appropriations, gifts, donations and fees from any private or public source for the operation, expansion or improvement of the museum or to carry out the purposes of the commission.

    (5)

    Cooperate and contract with any public or private agency in furtherance of its purposes for special activities; however, such contracts and agreements that commit the county to any financial obligation, expressed or implied, must be approved by the county council.

    (6)

    Authorize and create advisory committees and subcommittees and have special supporting memberships from societies and individuals in furtherance of its purposes.

    (7)

    Propose rules for the management and regulation of its affairs and facilities; however, such rules and regulations must be approved by the county council.

    (8)

    Develop plans, programs and projects for the preservation and interpretation of historic places and materials.

    (9)

    Stimulate and encourage throughout the county the study and presentation of the arts and history and public interest and participation.

    (10)

    Recommend application for public assistance funds from state, county, city or federal agencies through the county grants coordinator.

    (11)

    Annually, at a time designated by the county council, submit to the council a budget for the ensuing fiscal year.
